How does the model address the dispatch and operational constraints of coal power plants, particularly in terms of contractual offtake obligations and national minimum capacity factors?
The JETP model does not impose any minimum dispatch for coal power plants to reflect contractual offtake obligations.
However, the results are technically sense-checked against PLN and MEMR guidance on national minimums, which are CFPP's capacity factors (CF) of 65% from 2024, 63% from 2030, and 50% from 2040 onward​, compared to the Business as Usual scenario where CFPP's CF is around 80%.
