Leveraging the demand optimization conducted by the MEMR, JETP's technical modeling employs the MEMR's Balmorel model for supply optimization in the on-grid system, a model also used in preparing the RUKN. This approach determines the optimal dispatch of each generator, considering available transmission capacity and other defined restrictions, with the goal of achieving the lowest total costs for the entire model area.

The model implements a climate policy for 2030, defined by an emissions constraint of 250 MT of CO2. To assess the sensitivity of the policy constraint, three scenarios are presented: the baseline scenario involves the early retirement of 1.7 GW of CFPPs by 2040; the first alternative scenario employs the same early retirement capacity but without the climate policy; and the second alternative scenario proposes the early retirement of 5.2 GW of CFPPs by 2030).
