The JETP Secretariat has undertaken the mapping of JETP pledged grant/technical assistance programs to create greater transparency of programs’ activities in efforts to prevent duplication and inefficient use of resources. The JETP Secretariat will continue to monitor additional grants/technical assistance and publish the updated version of the JETP Grant Mapping on a biannual basis.

Monitoring the allocation and disbursement of financing pledged by the International Partners Group (IPG) is one of key tasks of the JETP Secretariat. This includes monitoring the allocation of the US$ 284.4* million of grant financing as identified in the Comprehensive Investment and Policy Plan (CIPP 2023). As the Indonesian JETP enters its implementation phase, monitoring of IPG-funded grants/technical assistance** programs are increasingly crucial as initiatives have either progressed significantly, recently kicked-off or are in advanced discussions.

Most identified grants are already earmarked for specific purposes, and have since launched or are already ongoing in the first half of 2024. A total of approximately US$ 281.6* million has been identified as grants/TA across ~40 programs managed across 5 financial institutions and implemented by 8 different executing agencies.

The JETP Secretariat has identified 19 programs with ongoing activities with a value of US$ 144.6 million managed/implemented by the World Bank, United Nations Office for Project Services Energy Transition Partnership (UNOPS ETP), Organisation for Economic Co-operation and Development (OECD), International Energy Agency (IEA), Agence Française de Développement (AFD), Asian Development Bank (ADB), Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) and Millennium Challenge Corporation (MCC). Some of these are existing development cooperation programs in the energy sector that have been launched or announced prior to JETP Indonesia but have now been acknowledged as part of the Partnership.

There have been 13 programs recently signed/launched in the past half year 2024, with a total value of US$ 59.7 million. These programs are managed/implemented by the EU-Indonesia Cooperation Facility (EUICF), GIZ, KfW Development Bank (KfW), Global Green Growth Institute (GGGI), ADB and United States Trade and Development Agency (USTDA).

Meanwhile, 6 programs remain in discussions to finalise the program scope of work, totalling US$ 77.3 million. Said programs are managed/implemented by Danida Sustainable Infrastructure Finance (DSIF), KfW, ADB and others still to be decided.

End Note:

* Differences in dollar amount is due to foreign exchange (FX) rates (CIPP uses June 2023 rates, whereas the amount stated in this document uses a variety of FX depending on the signing or approval of the grants)

**Grants are defined in the CIPP (2023) as gifted funds that do not require repayment. Technical assistance (TA) is a mode of MDB or DFI support that facilitates the preparation, financing, and execution of development projects. TA can be non-reimbursable (grants), reimbursable (loans), or contingent recovery (e.g., reimbursable if the project is financed by another lending institution).
